Lets discuss Road Narrows Ahead!

Within Safety at Street Works and Road Work (A Code of Practice) states that the Road narrows ahead sign "warns the driver which side of the carriageway is obstructed", but what if there is insufficient space on the footpath to place the traffic light without obstructing pedestrians. Therefore placing the light head the road, creating an obstruction on the opposite side from the roadworks. If the road narrows ahead states that the road narrows to the right, that would be conflicting as the first incursion is actually the traffic light head, usually accompanied by a coned area.
